Tattoo/Body Piercing

These rules and regulations have been established to protect the public health of the community. Body Art procedures present opportunities for the transmission of blood-borne pathogens and bacterial infections. Our role in ensuring the safety of the public is to routinely conduct comprehensive inspections of Body Art facilities paying particular attention to record-keeping, sanitation requirements, and overall maintenance of the facility.

Tattoo and Body Art Program

The Environmental Health Division approves body art businesses in Noble County under authority of Chapter 3730.01 of the Ohio Revised Code (ORC) and Chapter 3701-9 of the Ohio Administrative Code (OAC).  Body art consists of tattooing, permanent cosmetics, and / or body piercing. To become an approved body art business, you must submit plans to our office for pre-approval. The business cannot be in a house or residence. The equipment and facilities for the business as well as sanitary procedures must meet regulations set forth in Ohio Administrative Code 3701-9. The current regulations were adopted, approved, and became effective in September 2014.  We issue 2 different types of Tattoo and Body Art Permits, for permanent facilities and for time limited events or operations that set up at events or festivals.

When receiving a tattoo, piercing, or permanent cosmetic, a person potentially exposes themselves to infectious diseases due to the puncturing or piercing that is conducted when receiving body art. From a public health standpoint, we want to ensure proper sanitation and sterilization procedures are adhered to when a person receives a body art procedure to help reduce or prevent exposure to infectious disease.

Through plan review and approval of facilities, establishing sanitary practices and procedures, and strict adherence to rules and regulation concerning body art, body artists and businesses can help prevent or reduce exposure to infectious diseases when a person gets a tattoo or piercing.
