Health Commissioner, Shawn Ray, retires after 31 years

The Noble County Health Department enters into a new era next week with some familiar faces at the helm. Kirby Moore has been named to take over as the new Noble County Health Commissioner on June 1st.

Moore replaces Shawn Ray who retired after 31 years at the health department, and was honored recently with a retirement reception. The new health commissioner is a lifelong resident of Noble County having graduated from Shenandoah High School In 1984. He graduated from Marietta College in 1988 with a degree in athletic training and sports medicine. Moore received his Masters degree in Public Health from Kent State. In 2008, Moore was tabbed by the Noble County Health Department as Public Health Emergency Preparedness Coordinator. He later became sanitarian in training and then sanitarian. Moore has been a registered environmental health specialist since 2011. Moore served as deputy county Health Commissioner starting in 2021 working directly with Ray on all Department matters. Moore and his wife, Debbie, have been married for 35 years and live south of Caldwell. “I look forward to involving the community in providing sickness and injury prevention awareness,” Moore stated. “There is a common misconception that the health department serves only low income families and individuals. We are committed to correcting that and getting everyone involved.” Shari Rayner is a 28 year employee at the Noble County Health Department. She began her service there as a home health nurse in January of 1996. She has worked in the early childhood, “help me grow “ program and newborn home visiting. Rayner was promoted to assistant director of nursing in 2006 and has been serving as Director of Nursing since 2012. She and her husband Jim have three grown sons and a grown daughter. “We are committed to making our community the healthiest it can be,” Rayner stated. “Our keys are prevention, promotion, and education.” Moore and Rayner, recently met with the Noble County Commissioners recently to discus future plans and goals for their agency. “We love the continuity of excellent personnel and service the Noble County Health Department is known for, “ stated Allen Fraley, President of the Noble County Commissioners. “We switch from working with Shawn and Kirby to now Kirby and Shari without a noticeable difference.”
