Noble County Health Department Thanks Richard Clark, MD for 31 Years of Public Health Leadership

After more than three decades of service to the health and well-being of Noble County residents, Dr. Richard Clark, Medical Director of the Noble County Health Department, retired, leaving behind a legacy of compassion, leadership, and community impact.
A proud graduate of Fort Frye High School, Dr. Clark stayed dedicated to his rural roots throughout his career, choosing to serve the area he has always called home. Dr. Clark began his tenure in 1994, bringing with him a deep commitment to rural health and a vision for accessible, preventive care. Over the years, he became a cornerstone of the county’s public health infrastructure, guiding the department through evolving challenges and championing initiatives that improved the lives of thousands.
“Dr. Clark’s leadership has been wonderful for our county over the last 31 years,” said Kirby Moore from the Noble County Health Department. “His dedication to public service, especially in times of crisis, has helped shape a healthier, more resilient Noble County.”
Throughout his career, Dr. Clark played a pivotal role in expanding health services, improving emergency preparedness, and fostering partnerships across local and state agencies. His calm and steady leadership was especially vital during the COVID-19 pandemic, when the department faced unprecedented demands for testing, vaccination, and public education.
As Dr. Clark steps into retirement, the Board of Health and the staff of the Noble County Health Department would like to thank him for his dedication, longevity, and commitment to Noble County.
