Key components of our Household Sewage Treatment System Program:

1. Site review: Design review of proposed sewage systems to ensure systems are sited, designed, and permitted in accordance to Ohio Sewage System Regulations (OAC 3701-29).Permitting: Permit and inspection of New, Replacement, or Alteration of sewage systems in Noble County.
2. Point of sale Inspections: Inspection of existing sewage systems for homeowners or proposed buyers of a home.
3. Operation and Maintenance: Oversees the Aeration Inspection Program for all discharging Aeration Systems installed from 1997-present. Provides homeowners education on the operation and maintenance of their household sewage system.
4. Registration of Sewage Contractors: Issues registration for contractors who perform services of installing, service provider, or septage pumping in Noble County. Provides training for sewage contractors to ensure they are in compliance with Ohio Sewage System Regulations.
5. Permit and Service Record Data Base: Environmental Health Division maintains all permit records, inspection records, and service records for sewage systems in Noble County.

The process for getting a septic system is as follows:

• Contact a soil scientist to analyze soils (it may be requested that test holes be dug)
• Contact a designer to have the system designed.
• Send soils and design to NobleSTS@odh.ohio.gov
• Site evaluation will be scheduled and conducted by NCHD and ODH
• Obtain a Household Sewage Treatment System permit from NCHD
• Installation of the system by registered installer in Noble County or by homeowner (must pass contractor test)
• Uncovered final inspection by NCHD and ODH

You will have to contact at the Noble County Engineer’s Courthouse office, 740-732-4941, to have the five-digit address assigned. This information is needed even if you do not plan to receive mail at this location.

1. Contact the Ohio Department of Transportation, 17229 Hunkadora Road, Caldwell, Ohio 43724, 740-732-4504, to obtain a permit for a drive-way off a state highway.
2. Contact the Noble County Engineers Garage Office at 740-732-4409, to obtain a permit for a drive-way off a county road.
3. Contact the township trustees for a permit for a drive-way off the township road.

The approval of this septic permit is conditional on your obtaining and providing a copy to us of an approved Flood Plain Building Permit. This permit can be obtained by calling the Noble County Emergency Management Agency, 740-732-7387.

1. In Wayne Township you will need to contact Connie Rich, Zoning Inspector, for a zoning permit. She can be reached at 740-679-3281.
2. In Buffalo Township you will need to contact Greg Clark, Zoning Inspector, for a zoning permit. He can be reached at 740-680-7003.
3. The balances of the unincorporated areas in Noble County are not zoned.

The Ohio Revised Code states that you are responsible for calling the Ohio Utilities Protection Service (OUPS) at least 48 hours, but not more than 10 days, before digging (excluding weekends and holidays). For your convenience, OUPS is open 24 hours a day, 7 days a week, and 365 days a year. It takes approximately 2 minutes to register an excavation notice with OUPS and there is no charge for the service.
